中美預定展開新一輪貿易談判的前夕，美國總統川普拋出震撼彈，威脅調高對中國進口商品的報復性關稅。中華經濟研究院經濟法制研究中心副主任顏慧欣表示，川普之所以有此言論，主要是近幾次中美談判氣氛良好，美方甚至願意在網路竊盜等網路安全等議題上有所退讓，但未獲中方在國企補貼等進行改革實質回應所致。

顏慧欣6日接受專訪時表示，中美談判已經進入最後一哩路，雙方皆有意在6月前達成進展。

她表示，據美國智庫方面透露，為達成此一時間表，美方已決定在網路竊盜與網路安全等較為複雜的議題上暫時不再表態。但川普顯然認為中方在取消國有企業補貼及產業結構轉型上的承諾不夠有誠意，因此不惜在談判關鍵期出言恫嚇。

顏慧欣分析，美方希望中國取消對國企的補貼措施，包括企業通過國有銀行取得低利貸款等不符合市場競爭的行為。另依據WTO規定，政府的補貼應通報WTO，但中方透過地方出資扶持官方欲加速發展的半導體產業等，並認為出資者非中央政府因此無須通報WTO，此灰色地帶也是美方希望中方退讓的重點。惟中方不可能立刻做到「全面取消補貼」，比較可能採分階段、分比例方式。

她表示，中美談判至今，中方已做了相當大的讓步。包括停止對美國汽車與零部件加徵報復性關稅、加碼購買美國大豆，並在短短三個月內通過「外商投資法」，這些都是回應2018年5月美方第一次赴北京談判所提出的內容。當時美方提出，強制技術移轉問題希望在2019年1月1日前解決，這也是外商投資法火速過關的關鍵。

顏慧欣表示，新的觀察重點在於中美貿易戰已延伸到科技管制。首先是美針對投資具關鍵技術的美國企業，必須進行嚴格的事前國安審查，這部分已讓部分有意接受中國資金挹住的美國企業出現寒蟬效應。第二層面則是產品和技術的出口管制。另外第三種是美方商務部最新公布應慎重對待的「未確認清單」，名單中50家企業和機構中，就有37家來自中國，此一後續影響值得關注。
