我國與友邦吐瓦魯今(3)日在總統府簽訂「中華民國（臺灣）與吐瓦魯政府在1978年航海人員訓練、發證和當值標準國際公約架構下承認在吐瓦魯國籍船舶服務之船員所持訓練與適任證明文件協定」，讓臺灣商船船員在國際航線上暢行無阻之目標更進一步。

交通部航港局表示，擔任商船船員是國際性的事業，取得國際航線的商船船員工作資格，必須依據「航海人員訓練、發證及航行當值標準國際公約（International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, STCW）」完成各項專業訓練。因我國不是「國際海事組織（International Maritime Organization, IMO）」會員國，為了使臺灣船員在國際航線暢行無阻，需與會員國個別簽訂協議，或是授權之方式取得認可，即可於各該國籍船舶任職。

目前認可我國船員訓練與適任證明文件的國家有馬紹爾、巴拿馬及賴比瑞亞，現在再加入吐瓦魯，臺灣船員將可以憑我方核發適任證書或訓練證書等文件，換發取得吐瓦魯的認可，擴大臺灣船員在國際海運市場的就業舞臺。航港局進一步表示，將持續以「良好海運經營環境服務者」為施政目標，強化國際合作並且爭取各國對臺灣船員相關證書的認同，提升我們在國際上的能見度。
