還記得去年7月，美國總統川普正式啟動中美貿易戰，當時陸股大跌，人民幣急貶，台灣的覺青圈卻樂開懷。外加中興、華為等大陸科技龍頭遭到封殺，孟晚舟甚至在加拿大被捕，醜化大陸是輸到脫褲的說法甚囂塵上，這讓憎恨對岸所有特質的綠營喜出望外。如今將近一年後，實際上發生什麼事了？

首先，最新的「一帶一路論壇」，參與國數從第一屆的29國，增加至今年的37個國家元首或政府領導人出席，朋友圈也從130多個國家70多個國際組織，拓展到150多個國家和90多個國際組織。值得注意的是，參與國中有覺青自以為可依靠的日本，不但派官員參與，也透露出對這項倡議的投誠。美國傳統盟友的英、德、法、加皆派部長出席；義大利則是總理親自參與，僅美國孤伶伶的缺席。

至於一度被唱衰的中興與華為呢？前者早已脫離制裁的雷達，後者創辦人任正非，甚至調侃川普的愚蠢，多次在媒體「感謝」美國高調的打壓，讓這全球5G引領者，首季營收激增4成。這個科技巨擘著實樂開懷，就連美國鐵桿哥們的英國，都準備投入華為的5G系統。西方的「五眼聯盟」，實敵不過大陸的「天眼計畫」。

再看陸美的貿易平衡呢？貿易戰不就是因應這所衍生的嗎？答案是，在歷經半年的關稅戰後，美國去年對大陸的貿易赤字，居然來到10年新高。原本的說詞是，陸對美的貿易順差，是美進口商因應調升的關稅，因此急著進貨所致。

然2018年已過了，美國不應該趁此機會，趕快調升關稅，逆轉失衡的貿易逆差嗎？答案是，川普不但不調升，甚至還打算要取消之前的關稅。這讓外界摸不著頭腦，中美貿易戰到底是玩真的，還是玩假的？

筆者在去年時，一口咬定是玩假的！不但是玩假，中國的經濟體質，著實比老美好得多。這點可從幾個指標證實。如今陸股已恢復到一年前的水位，人民幣更走強勢格局，來到1美元兌換6.74人民幣，甚至一度還升破6.70。首季GDP的增速也優於市場預期，約莫是美國的3倍之多。

也就是說，若完全引用去年專家與覺青愛說嘴的數據，大陸皆完勝老美。贏到今年的一帶一路，習近平怕太高調恐讓美國惱羞成怒，於是「低調辦理」。

其實，所謂的陸美貿易戰，根本不是「戰」。講難聽點是打假球，好聽點則是「政經結構調整」。大陸試圖協助美方調整至「後美元霸權」格局，自己則穩定的迎接下一個世界秩序，分攤更多責任。可惜的是，民進黨政府不願意接受真相，明明有不爭的事實擺在眼前，卻拒絕接受新世界觀，選擇將這顆鴕鳥般的大頭，埋在不切實際的口號中。（作者為作家）
