前總統馬英九昨拋出未來政府可考慮把行政院併入總統府，將現行「半總統制」改為總統須直接對國會負責。蔡英文總統今日反嗆，希望看到總統在任時勇敢推動改革，而不是在卸任後指指點點。前立委林濁水對此有感而發表示，真是不幸的台灣。



























林濁水首先指出，蔡總統三年來想盡辦法介入主導內閣，像設被司法院長說有違憲之虞的執政協調會議及大政委小部長、財經小組等花招百出。可見馬總統荒腔走版的併行政院建議肯定是她的最愛。









林濁水表示，但是到立法院備詢，蔡總統肯定不愛；就像沒收(民進黨)初選是她的最愛一樣，都是愛在心裡口難開。結果，蔡總統同意她批評的馬總統說的「台灣在政府體制上，很多層面上有結構性的問題」，但是她還是和她批的馬一樣任內都「不敢」敢動。

















林濁水感嘆，民眾最愛的恢復閣揆同意權，又是蔡總統的最不愛，於是台灣的憲改就動也動不了了。真是不幸的台灣。
