中國債券新變革 中策金融債看俏

中國債市自4月1日起出現新變革！未來364檔人民幣計價的中國國債及政策性銀行債券於納入彭博巴克萊全球債券指數，這將是中國債券邁向國際化的重要里程碑，市場預估，未來20個月，將有超過1,000億美元的指數追蹤資金流入中國債券市場，帶動中國政策性金融債後市看佳。
凱基3至10年期中國政策金融債券ETF基金經理人郭修誠表示，由於此次納入工作是分成20個月份階段性完成，並以每個月遞增5％的資金流入比重做「漸進式」流入，預估在20個月內達成100％，也就是中國債券逐步納入後，占指數比例須達到6.03％，屆時指數資產規模估將上看54兆餘美元，其規模可望超越花旗世界政府債券指數以及摩根全球新興市場多元化債券指數，成為具代表性指數。
郭修誠指出，中國債券首次納入彭博巴克萊全球債券指數，主要將帶來雙重正面效應，第一、吸引更多國際投資人參與中國債券市場，進一步推升中國債市的流動性，並帶來強勁的配置力道；第二、全球被動式資金將受益於「入指」利多效應，形成市場一波穩固的潛在性買盤，透過漸進式的流入機制，中國債市未來有機會持續受惠資金買盤點火。
郭修誠認為，除了中國債券納入全球指標性債券指數，將推動中國債市資金動能充沛之外，中國政策性金融債的殖利率也有一定水準，據統計，3月底中國10年期政策金融債殖利率達到4.79％，明顯優於中國10年期國債殖利率3.1％，在評價條件看佳下，未來價格有望持續推高。
郭修誠進一步說明，中國債市現階段仍有兩大利多因子值得期待，首先是匯率面持正向看法，目前人民幣匯率位於6.65～6.75兌換1美元的波動區間，殖利率方面，4月中國人行有機會提出降存準率的可能，將有助於中國貨幣政策持續偏向寬鬆。
其次，郭修誠指出，接下來中國官方政府將公布一連串今年第一季的季度經濟數據，從採購經理人指數（PMI）到近期陸股表現來看，以及若是後續企業財報燒來更多正面消息，中國市場表現預期可望持正向發展。
