曾風光登場卻了草收尾的川金「河內峰會」破局原因又有新說法！有別於美方指北韓不願廢除所有國內核設備，據外媒報導，川普曾在峰會期間，將一張紙交給北韓領導人金正恩，其中首次明確解釋對無核化的定義，包括內容將核武和核彈燃料轉移到美國，才導致北韓不歡而散。
據路透社29日報導，川普於2月28日在索菲特傳奇大都會酒店，把一張以英韓雙語書寫的文件交給金正恩。報道指，文件要求北韓「全面拆除北韓核設施、化學和生物武器項目及相關的兩用功能，以及彈道飛彈、發射器和相關設施」。
此外，華府要求平壤提供一份全面的核項目清單，好讓美國官員和國際調查人員完全進入其設施，並停止任何新中心的建設，以及要求所有核項目科學家和技術人員轉移到商業用途。
當時美國國家安全顧問波頓（John Bolton）於峰會後受訪表示，首次提到該張字條，但沒有透露美國在字條中表達期望北韓把核武和核裂變燃料轉移到美國。該字條似乎表達波頓一向要求北韓要按照「利比亞模式」交出核武，以實現朝鮮半島無核化的立場，但金正恩正視此為侮辱及挑釁。
對此，北韓官員曾指責波頓和美國國務卿蓬佩奧（Mike Pompeo）提出「黑幫」要求，平壤當局正考慮中止與美國的談判及重啟核試與導彈試射。然而，川普曾表示他不會採用利比亞模式，稱只會達成一個能維護北韓利益的協議；此外，川普指出，北韓已非常痛苦，重申會停止對北韓作新一輪制裁。
