高雄市長韓國瑜重視青年創業，即將成立青年局全力協助年輕人，但高市綠營議員7日聯合質詢，搬出韓競選期間「募100億青創基金」影片，質疑他政見跳票；韓國瑜強調，必須視高市府財政狀況，一步一步來，目前規畫5月成立青年局籌備處，8月可將青創基金預算送議會審議，市府初步編列3億，「這是1顆種子，象徵市府全力幫忙青年創業！」
陳菊子弟兵、民進黨議員李柏毅、高閔琳、何權峰、邱俊憲7日上午聯合質詢高雄市長韓國瑜，李柏毅翻出去年選舉期間，韓國瑜拍競選影片承諾市府編列30億、民間募資70億，組成100億青年創業基金，質疑「上任4個多月，基金會跳票嗎？」
韓國瑜答詢指出，海內外好朋友目前針對高雄青年創業已有2000多萬現金捐款，預計還可籌1000萬左右，許多企業家雖然不住在高雄，但願意提供資金做後盾，青年局還沒成立，成立後，會將企業家一個個介紹給青年局，大家很有愛心，很多人都愛護高雄。
李柏毅等人火力全開，猛攻韓國瑜實際編列的預算、民間籌資現況完全不符合當初承諾的100億基金，並列舉先前確定無法實現的阿諾、迪士尼、春吶50億，要求韓國瑜做不到的事情不要亂開支票，「否則就像坐在你後方的觀光局長潘恒旭，害你支持度一直下降！」
李柏毅自行設計青年創業基金MOU，要求韓國瑜簽，要求基金不能跳票，韓國瑜回答，青年局5月可成立籌備處、8月送基金預算進議會審議、10月正式掛牌，青創基金預計先編3億，明年視市府財政狀況調整，但重點是協助青年創業的決心不會改變。
