美國總統川普突然推文宣布，本周五將對2000億美元的大陸商品加徵懲罰性關稅，稅率由10%調高到25%；富邦金控首席經濟學家羅瑋表示，川普推文太突然，金融市場先行反應，較令人擔憂的是，若威脅成事實，大陸經濟首當其衝，台灣共同受害，全年經濟成長率保二的壓力瞬間上升。














2000億美元陸貨 課25%關稅









商研院董事長許添財指出，川普推文無疑宣示「貿易新冷戰」時代來臨，台灣要有長期抗戰的心理準備，「貿易新冷戰」對台灣首當其衝，就是出口衰退、利潤下降，影響層面分別市陷入經濟活動下降、經濟成長率下滑的窘境。









許添財進一步分析，陸美戰火延伸，對全球經濟絕對有影響，「系統性」的戰火導致貿易失衡、重新調整，關稅提高最先看到的是需求下降、物價上漲、消費動能不足，最後全球經濟陷入惡性循環，台灣面對此一變局，政府要提出更具彈性的政策，才能應變目前的緊急局勢。









隨著稍早陸美貿易戰出現休兵，雙方達成協議在即，各學術單位皆樂觀預期，下半年景氣將回溫，但現在樂觀情緒已受到影響，台經院景氣預測中心主任孫明德警示，景氣回溫的腳步將會變慢，甚至於停止；孫明德並形容，川普突如其來的發文，有如結尾時突然跳出來嚇人的鬼，「驚嚇」程度簡直破表。









出口遭逆風 金融市場震盪









近來全球金融市場風平浪靜已久，孫明德認為，這項消息出乎市場意料之外，可能會讓各國的金融市場產生震盪，特別是跟貿易相關的東亞各國，將會首當其衝。出口表現遭此逆風，原各界預期下半年景氣回溫的腳步，將會變慢或停止。









衝擊下半年景氣 回溫恐止步









根據主計總處預測指出，今年全年GDP為2.27%，但受到消費不如預期的影響，主計總處上周才宣布下修Q1經濟成長率至1.72%(下修0.1個百分點)，而今年2月預測第二、三、四季的經濟成長率，分別為1.99%、2.42以及2.78%，如今貿易戰再掀波折，主計總處恐怕得持續下修今年各季的經濟表現。









羅瑋坦言，川普警告時間太短促，有鑑於近1年貿易戰對大陸經濟影響，貿易談判一旦破局，大陸經濟成長肯定受到嚴重衝擊，鄰近亞洲各國全都遭殃，台灣在經濟下行風險下，全年經濟成長率恐有保2威脅。
